Tahawwur Hussain Rana, alleged co-conspirator in the 26/11 Mumbai terror attacks, arrived in Delhi on Thursday afternoon on a special plane after he was extradited from the US. A Pakistani-born doctor who once donned the uniform of the Pakistan Army’s medical corps, Rana’s transformation from a healer to a facilitator of terror reads like a chilling dossier of fanaticism, covert intelligence, and global intrigue.
Born in Pakistan’s Sahiwal district in Punjab province, he grew up under the influence of a father who insisted he pursue medicine, even as Tahawwur Rana nursed dreams of joining the security services. He eventually earned his medical degree and was commissioned into the Pakistan Army’s medical wing.
By 1998, Rana left the army and moved to Canada, allegedly at the behest of the Inter-Services Intelligence (ISI). There, he established an immigration services business, which investigators believe doubled as a front for espionage and surveillance. His Canadian citizenship came not from altruism or ambition in the field of medicine, but rather as part of a broader strategy to build global mobility and access – tools that would later become useful in facilitating terror networks.
Eventually, Rana relocated to Chicago, where he expanded his business and opened an office. It was there that he connected with David Coleman Headley, an American of Pakistani descent and a central figure in the Mumbai attacks. Their partnership later proved critical to Lashkar-e-Taiba’s reconnaissance efforts in India.
Headley, now serving a prison sentence in the United States, confessed to conducting surveillance on the Taj Mahal Palace Hotel and other targets in Mumbai at Rana’s behest. He used Rana’s immigration business as a cover to travel and operate with ease. Investigators believe Rana, fully aware of Headley’s activities, was complicit in planning the logistics of the attacks that killed over 170 people in November 2008.
Rana himself traveled to India on a tourist visa, accompanied by his wife, Samraj Rana Akhtar. During his visit, he toured Delhi, Mumbai, Agra, Kochi, and Ahmedabad. Though posing as a doctor, officials now believe Rana was conducting preliminary reconnaissance under the radar.
