Vice-President C P Radhakrishnan today stressed that every day, every hour, every minute and every second spent in the House should be used to strengthen democracy. Addressing the inaugural ceremony of the two-day Orientation-cum-Training Programme for the newly elected and nominated members of the Rajya Sabha in New Delhi, Mr Radhakrishnan said that debates and discussions must always lead to a decision.
He emphasised that healthy debate strengthens democracy, while constructive cooperation advances the nation. He also urged members to uphold the highest traditions of the House through informed debates, respect for its rules and procedures, and the effective use of Question Hour and Zero Hour.
Mr Radhakrishnan further asserted that although Rajya Sabha members are not directly elected by the public, they must remain closely connected with the people and should never become isolated from the masses.
Deputy Chairman of Rajya Sabha Harivansh and Secretary General of Rajya Sabha, P C Mody were present during the occasion.
